HEALTH INSURANCE ASSISTANCE

Our primary goal of increasing access to healthcare insurance within the unhoused community is accomplished through becoming Certified Enrollment Counselors (CECs) through Covered California. The entity through which we operate is the California Physicians Alliance and they oversee our enrollment activities. We are able to troubleshoot any issues with current health insurance or assist in the enrollment process through Covered California. Currently, we have a team of 19 CECs who are all UCLA undergraduates/graduates.

IN-PERSON ENROLLMENT ASSISTANCE

We host in-person enrollment fairs weekly at different sites around LA. Our enrollment fairs take place at shelters, clinics and other community sites. CECs work one-on-one with clients to resolve any issues relating to their health insurance, or provide direct enrollment assistance through the Covered California application. Typically, clients that we work with fall under Medi-Cal eligibility, but we are able to assist with other health insurance plans under Covered California as well. Whether or not we are able to successfully enroll an individual is variable, as typically a valid government ID and SSN is needed to apply for health insurance through Covered California. There are exceptions and individuals may still be eligible for some form of Medi-Cal if they do not have one of these items. Navigating health insurance can be daunting, but our CECs are here as a free resource for the LA community.

  • Skid Row Community Refresh Spot (every 1st and 3rd Saturday of the month)

  • Mobile Clinic Project (every 2nd Sunday of the month)

REMOTE ENROLLMENT ASSISTANCE

Outside of in-person assistance, we are also a remote resource for the community. Anyone can send us an email at projectluxcec@gmail.com with any questions they may have regarding their health insurance, or set up a phone appointment with one of our CECs. This resource is used in conjunction with in-person enrollment fairs. For example, if an individual that we assist comes across another issue later on such as not receiving their insurance card, we can keep in touch and ensure they are able to acquire it.

  • How do I get started with the enrollment process?
    If you qualify for Covered California based on the eligibility requirements, go to https://www.coveredca.com/apply/ and click apply now. This will take you to the Covered California application. In order to fill the application you will need certain documents. For assistance with the application, please come to our enrollment fairs for in-person help or contact us at projectluxcec@gmail.com.
  • How long will enrollment take?
    The application will take about an hour to complete if all the necessary documents are available. Applicants do have the option to save and come back to the application. After applying, Covered California will send applicants a letter within 45 days. Coverage will start on the first day of the month following plan selection.
  • What is a Certified Enrollment Counselor (CEC)?
    Certified Enrollment Counselors are trained individuals who are available to provide in-person counseling and assistance to consumers in need of help with applying for Covered California programs. Counselors will provide assistance in culturally and linguistically appropriate manners to consumers throughout California.
  • How can Project Lux CECs help?
    Project Lux CECs can help remotely if questions are sent to projectluxcec@gmail.com. Project Lux CECs are also available at our enrollment fairs for in-person help.
  • Will my personal information be safe if shared with a CEC? (i.e. SSN, and other government documents)?
    All information and documents shared with Project Lux CECs will remain confidential and safe with no sharing of information with anyone who isn’t certified by Covered California. (All CECs have undergone the training and clearance through Covered California to deal with sensitive information).
  • What is the difference between Medi-Cal, Medicare, and Medicaid?
    Medicaid is the federal and state program that helps with healthcare costs for those with limited income and resources Medi-Cal is California’s Medicaid health care program: Eligibility: Individuals who have low incomes and/or certain health conditions Location: California Coverage: Medical care, hospitalizations, prescription drugs, long-term care nursing homes, and extended stays in skilled nursing facilities are covered Cost: Free to low-cost based on the Medi-Cal program Individual/Family Coverage: Both individuals and family members can be covered if they meet program requirements Medicare is a federal health insurance program for U.S. adults age 65 or older and younger people who receive disability benefits. Eligibility: Seniors age 65+ and individuals with certain disabilities Location: Nationwide Coverage: Coverage varies by the part of Medicare and can include medical care, hospitalization, and prescription drugs; usually no coverage for long-term care and extended stays in skilled nursing facilities Cost: Typically, a few hundred dollars per month; there are also costs for medical care and prescriptions including copays and deductibles Individual/Family Coverage: Coverage is only for individuals and does not extended to other family members
  • How do I know if I'm eligible for Medi-Cal?
    To be eligible for Medi-Cal, you need to be a California resident and have an income at or below 138% of the Federal Poverty Level.
  • How do I know what providers accept Medi-Cal?
    You may refer to this website and search for providers near you: https://www.healthcareoptions.dhcs.ca.gov/choose/find-provider
  • Will my immigration status affect eligibility?
    Immigrants who are not legally present are not eligible for a medical insurance plan. However, if they are under the age of 26 or older than 50, they are a DACA recipient, or are currently or recently pregnant, they will receive coverage through Medi-Cal.
  • Will Medi-Cal also cover my dentist appointments?
    Medi-Cal offers preventative and restorative dental services to both children and adults. You can find Medi-Cal covered dentists by going to Medi-Cal Dental Provider Referral List for a list of dental providers, dental clinics serving Medi-Cal members, registered dental hygienists in alternative practices, and dental clinics for children.
